The reason why the Tower Hamlets municipality was quite quick to develop a strategic approach to the creative industries was that more than 10 years ago in 1990s they were developed as a case study by the national government at a time when the creative industries were first recognized as a major part of the UK economy. The Ministry of Culture developed a national mapping project to explore the role, the scale and the dynamic of the creative industries in the UK. One result of this was the recognition that this sector likes to cluster and that there are several parts of the country which are more likely to have a strong environment for the creative sector. East London was identified as one of the strategic clusters for creative industry development. The national government thus played a big role in mobilising the local authority to action.
